You can access the turn signals by removing the front wheel well covers. The are held on by push pins. To remove the push pins, take a flat head screw driver and pop the center of the pins up and the entire pin should come out easily.

I need to change my turn signal and fog lamp bulb on the passenger side of my 2003 CTS. The manual is absolutely no help.
Do I need to drop the entire guard down in the front? or only on one side?
The so called push-pins are absolutely impossible to get out.
Help?
