No you don't have to remove 10, unless you need to remove the rotor. You do not have to remove 22 unless you need to remove the rotor, they have nothing to do with changing the pads.
Sounds like 10 is sticking and not allowing full rotation, my PA is the same way. I believe the drivers side I end up taking 10 out to install the pads, have to remove the ebrake cable clamp on the a arm to get it off also.
