Can the voice memo lockout be overridden?

I just bought a 2004 CTS-V. The voice memo feature is a great idea but it doesn't work while driving. I can do all sorts of complicated stuff with the navigation system but I can't press a button and talk unless I stop first.

Is there any way to override the lockout and dictate notes while driving?
