C clip on steering wheel

I cannot put back the C clip onto the steering wheel, where its suppose to go. I am using the correct tools to push the lock plate down but in doing so the upper shaft where the splines are and what goes to the steering wheel slides out as I'm tightening the spring compressor tool on to it.. the reason for the disassemble is because my horn was going off every time I turn and I the retainer clip is broken into pieces...see first pic. Second pic is the tool I'm using but no luck

How do I put it on and keep the upper shaft in place so it won't slide as Im tightening the tool to push it down.

The tool I had was a little wider so as not to set on nylon tabs on plate and adapted for steering spline adapter wasn't as long.They may have a different tool for telescope wheel the one I use had the bolt you see in picture.
I don't know how lock works on yours, but I couldn't use lock on mine and push plate down for clip maybe you can use yours though.

I've seen a YouTube video where the guy uses that telescoping lock threaded back in and uses the puller in reverse to push down. I have the correct the tool which I bought as a kit and still couldn't get it pushed down. Posted in earlier post. Anyhow, it won't do me good doing it anyway since it'll have to come out again (c-clip) once I find that horn retainer thing online. So the Caddy will be parked for the time being. :(

I see where you repaired your horn pad some time back if you think that's not giving you a problem there is something grounding out when turning wheel. You might try turning wheel with different telescoping settings see if that changes horn working when turning.
Did the broken isolator have any numbers on it. I found this link might help with making sure parts are installed in order.

The broken isolator was in pieces, literally. So there was no way to see any part number on it. But the part number off the one from my donor 80 Coupe is 7808385 and it's exactly like the one the guy uses in the link you sent.
I haven't tried that (have it at different settings) I like to have it all recessed in and locked in place. I'll try it tomorrow and see what transpires. Oh and yes it's installed in the same order.
You know before this issue, the engine temp light and buzzer would simultaneously go on when I turn the wheel. This of course is the key warning buzzer and the telltale light is part of that system. So what I did I removed the buzzer and taped over the telltale light. I wanted to address this too since I had the lock plate off but didn't want to fuss with removing more and digging myself into something I can't come out of. So that's set aside. Right now focusing on the horn dilemma..
