That's USUALLY going to be a blower power control module. It's mounted in the fan case on the cowl near the blower motor. Follow the main power lead from the blower motor to it. I just replaced one in the '90 Deville I'm selling yesterday. Takes less than a minute to do the job and it cost me $109 for the module.
