I got a SES light and onstar notification about an emissions issue. Took car to the dealer and need a new left cat. I wasn't having any drivability issues before or after light came on, but now it seems like idle is occasionally rough. They ran diagnostics and inspected the intake and exhaust paths. So, I am presuming if there was any fuel or ignition issue they would have found it. Can a bad cat cause a rough idle and maybe even slight reduction in power (could be in my head) or throttle response on these cars?
I believe the exact code as insufficient cat flow. They didn't mention any misfires. And the SES light never flashed. They cleared the code and hasn't come back. Waiting on CAT due to strike.

2016 CTS-V with 27K miles. I run 93 octane fuel.
