My 96 is scarey to stop, but only for a very short time after starting it.
Examples, I bumped the wall in my driveway moving it-couldn't stop his from 10 MPH, I left a parking lot the other day and nearly rammed the car in front me.

I checked the master cylinder and its fine. The brakes work normal otherwise but like I said I have to stand on them when I first get the car moving. There doesn't seem to be a loss in pedal pressure.

there's probably binding somewhere the caliper could be stuck on something etc.
It could be air in the system too have you checked your brake fluid level?

Shouldn't be too hard to diagnose first check at what speed is the idle on your car when you start it up if it's high then that can cause the car to be going even if your on the brakes this could be that the idle settles down after it warms up.

How does the pedal feel does it go all the way down? easily?

it could also be you have a vacuum leak causing the booster to not have enough vacuum and in turn you pedal will get stiff without braking at all

check idle, check the brake booster hose, fluid level, then take off each wheel and check the pads and discs.
