I have been getting this dreaded P0700 code off and on, along with some loss of engine power and also what I believe is called a "chuggle" ( when car kicks back when you are doing speeds of 100+ kmp) As you can see in the pics the throttle body connector if being held in place by a ziptie as the top clip fell off at one point.. As I was told this would need to be replaced because this could be the cause of the issues. This is the Engine harness connector pigtail GM15306420 That I purchased. It seems like an easy enough DIY, but I would really appreciate some feedback or instructions from some of the more experienced members, thank you.

If maybe I can have these questions answered that would be great!!
-how far up the original wire should I cut?
-Do I need to cut the new adaptor wires?
-should I disconnect my battery to do this?

I don't think that we've had that problem. I guess that I'd try and go to the source and replace the wire. If that's not possible, I'd think about cutting and soldering or use wire splicers.
