air condition compressor troubleshooting

my system was completely dry of the factory r12. the compressor was already shot so i put in r134a. the compressor would kick in but would seize up. so i installed a new one. but it never clicks on. i tested to two prong terminal on the compressor why air was on and it is getting a pulsing signal. is this normal?
