I just recently bought this car used from a towing yard (guy was arrested and never came back for the car) but since ive had it the Ac only blows hot... When I press the ac button on the panel the light just flashes a few times and stays off I checked the fuse for the ac clutch and it was blown I changed it (thinking I can't be this lucky) and no change it did not blow the fuse but still no change when I try to turn the clutch by hand it turns but its pretty tight and even tighter when I turn it the opposite direction and the radio comes on and works as it should but no sound from the speakers checked all the fuses in the trunk for the amp speakers etc is there a way to test the amp before spending the money to buy a new one and that not be the problem sorry for the long post but thanks in advance for any help...

Try the dealer for a diagnostic, or someone with the ability to pull codes from the body control module. The A/C compressor will not work if the system is too low on refrigerant. I believe there's too much going on and too little history for you to benefit from to spend too much more time looking around without some codes to direct your focus.
