Why didn't GM issue a recall for '98-'99 plastic fuel rails? My '99 plastic fuel rail is original with 150k and no leaks, however at the boneyard I pulled a steel rail out of a '96 for $24 to serve as a backup in the event of failure.

Not all rails were recalled even before 98. Only a couple with specific markings. I have the TSB somewhere. My 98 rail looked bad so I replaced with stainless last year and more than a couple people have had non recalled rails leak...

Is the fuel rail, as installed, black plastic over steel with steel bell quick connects next to the throttlebody ? If so, the black plastic incorporates the injector and electrical retainer clips.
