i fixed the wiper blade problem on a 1998 Intrigue by tightening the bolt that holds in the wiper blade at the bottom where it connects to the rod that is connected to the motor.

I know the Eldo is a more sofisticated vehicle than an Intrigue, but it is worth a shot, especially because it still twitches, meaning there is power going to the motor which the blade is connected to.

To fix the wiper, turn them off, then position both wipers as they should be when turned off. At the base of the wiper arm, there is a plastic cap. Pop the cap off either with your finger or carefully using a screwdriver. Under the cap is a nut that holds the arm in place. Tighten the nut to put the proper tension back on the wiper arm and it will start moving normally again.

If the car is bouncing, the struts are worn out and will need to be replaced. Someone else will probably chime in with information on aftermarket replacement struts. They are much cheaper than OEM struts. Replacing them with either OEM or aftermarket struts is the only way to solve the problem of bouncing.
