=======================
using a simple test light -
you must first determine whether you have power to the switch -
then determine if you have power to the window motor -

Had the same problem on my '95 Deville a few years back---a new power window motor fixed it.
I was happy it was stuck in the "up" position when broke----at least no rain could get in.

where is the switch,than how do i determine if theres power at the power motor
=========================
where is the switch
the switch is on the door -
the thing you would use to raise or lower the window

how do i determine if theres power at the power motor
the easiest/cheapest method would be to use a simple test light -

but start at the switch -

if the switch has power in and out to the motor -
remove the door panel -
trace the wires from the switch to the motor -
with the ignition on -
press the down button -
check for power at the motor -

if there is power -
and the motor doesn't move the window -
the motor is probably bad -

Just a tip--when my mechanic diagnosed my power window motor, he "tapped" on it a few times first---the tapping brought it back to life
temporarily but it indicated there was something wrong inside it, so I got a new one.

I usually tape them back up if possible. They get brittle and fall apart. If you want to glue it I'd use a cheap ass caulk so it won't stick permanent and cpuld be removed again.

----------------------
as MC said - it is actually a vapor barrier -
it is held in place with a special caulk called acoustic caulk -
it remains soft - pliable - and sticky under all conditions - and is waterproof -
you can buy it at any hardware/home improvement store -

if you destroyed it - you can use a sheet of visqueen plastic -
also available at any hardware/home improvement store -

You can get some type of adhesive at any hardware or auto parts store.
Have you replaced the window motor? If so, did it fix the problem?
