I have a 91 Coupe DeVille and the headlights will not turn off. I disconnect and reconnect the battery and they come right back on. I have checked the fuses and they seem to be fine. Any ideas?

Could be a stuck relay (coil de-energizes when the battery voltage is removed) or a defective twilight sentinel sensor circuit (thinks it's dark all the time) which resets when the battery voltage is removed.

More story just got more complicated. To turn the headlights off so the batter wouldn't die, I was disconnecting the battery each time I parked the car. When I popped the hood this last time, the cable broke and now my hood will not open. I tried finding the hood release from under the car, but can't find it. Now I can't connect the battery to get the car home.
