I recently purchased a 83 Fleetwood coupe and noticed all the radio/cb functions work except it will not recognize that I put a cassette tape in. Was wondering if it's fried or if there may just be a blown fuse somewhere

If the radio works but the tape deck does not, the drive belt probably just needs to be replaced.

I agree. The cassette player has a small belt (rubber band) within the radio. Over time, it breaks from age. Most times once the cassette is inserted you hear a series of clicks because one of the tape carrier wheels is not moving.

unfortunately I get no response or activity from the player once the deck is inserted. it just slides in and sits there

To verify you have power within the radio to the deck, get one of those cassette converters to power an IPOD. If the IPOD works then you can decide to take the radio to a local GM dealer to have them send it out to their repair place.
