The bluetooth function on the steering wheel doesn't work, not even the prompt to set it. Fuses have been changed, too.

Does anyone know why it won't work, and the fix for it ?

The front seats with the cooling and heating functions for the front seats do not work either. The lighting indicators function work to show they're on, but they do not cool or heat the front seats ...but the rear heated seats work. Is there a fix to get the front seats cooling and heating functions to work ? ...the new fuses replaced helped neither of my problems.

Hello and welcome to the forum.
The heated/cooled seat module is under the passenger seat, It is very likely that yours have a burnt connector. You can fix it yourself for relatively cheap.

In the trunk is a box called the VCIM. Do a search here since those of us who have models before 2009 used to change them to add bluetooth to our cars. Make sure yours is there and that it works. What about your onstar lights on the mirror? Are they lit? Is it green? Onstar is in the same box.

My real suggestion is to switch to an aftermarket radio since the bluetooth function was really kind of disappointing compared to how they work now. You can get a IDatalink Maestro RR that will make all your steering wheel controls work with your aftermarket radio.
