I have a 2007 Cadillac CTS got my radiator replaced and the transmission line keeps blowing out what will make this happen

Assuming that the line is coming out of a radiator fitting, incorrect fitting(s), failed quick-connect.

If the line itself is blowing out (think broken balloon) then there's some sort of uncommon excess pressure buildup.

Without seeing it, this is what I would guess happened: When you had the radiator replaced, the fitting going into the radiator, would not come out. So they cut the lines, this happens. Now they put a new fitting in the radiator and have to use a short piece of rubber hose, made for transmission oil. On either side of where the hose will be, the metal tubing should be flared. Then the hose should be double clamped.

Unless you had excess pressure previously, I doubt if that is the issue. Although, somehow the transmission cooler that is part of the radiator could be plugged. The chances of that happening are probably pretty remote.
