You won't find a Cadillac CTS that didn't come with OnStar. But that doesn't matter anyways.
The radio has the junk car's VIN programmed to it. As the others said above, you'll need a Tech II to program your car's VIN into the radio.
However, do you still have your original radio? If so. Just swap the main board to the junk radio. That is where the VIN is held. And on the other boards, you can do your modifications as you need to for the aftermarket radio. This is basically what I did many years ago.
