2003 DTS rear passenger tail light has one bulb out, is it possible to replace just that one bulb?? How???

They're LEDs and not serviceable.

There are a few companies that repair LED light assemblies, weather or not they work with these particular ones, I'm not sure. But it's easier and cheaper to just grab one at a salvage yard or off of eBay.
