I have an odd issue where I start my DeVille and everything is fine, but when I shift into reverse or drive right after starting my car will sometimes dip down into 400rpm ranges. As soon as I hit the gas pedal it seems to go away and I don't have the issue anymore. I have cleaned the TB, and replaced the TB sensor just in case. No changes.

Here are my current codes. I think one has to do with my fuel tank pressure sensor, and obviously the solenoid. But I'm unsure what the 02 sensor code means.

Oh I forgot to add, my gas mileage is very poor right now (about 12mpg in the city) and 20mpg on the highway. I have never changed spark plugs and in thinking maybe I should do this as well.

remove and clean the ISC - Idle Speed Control - solenoid -
be sure to clean the tiny air hole in the TB -
