today i opened my Fuse box in the engine, i saw it miss 2 fuses.
the fuses is
44 Air Pump A
45 Air Pump B

because this car i didn't buy it brand new, so they forget to plug it in or it designed like that.

Unless they do air pollution emissions tests where you are in Vietnam, you can ignore this. It runs the AIR system to put extra air flow into the catalytic converter to heat it up faster to reduce air pollution on start up. Come to think of, your car may not even have a Cat converter if made for export to a country without air emission rules.

Look on the passenger side strut tower. If there are no gray relays with electrical pigtails hanging on a bracket there, you have no AIR system(s).

I agree with all of the above. I'd bet it was never equipped with the AIR system in the first place. If it was, you'd probably have a P0410 code.
