I was getting trouble code for the O2 sensor (after cat). I replaced that and now I'm getting P0139 pre-cat O2 sensor. The only trouble symptom I can add that may be helpful is that sometimes it hesitates and surges while at very low speed (i.e. driving in parking lot). This hesitation and surging is also only occurs on an intermittent basis.

Something else I should add is that I have already done the following:
Cleaned throttle body
Cleaned EGR valve
Cleaned MAF sensor
New AC Delco plugs, AC Delco Wires, AC Delco ignition coils
New Battery

Any thoughts?

There's a ground cable between the ICM base and the engine block. Cable and terminals clean and tight ?

On my '97 ETC I had the same code, I found out that there was a leak where the metal hose meets the throttle body assembly. After the butterfly valve but before the manifold. Hopefully, that helps.
