Sound like a VATS ign lock cylinder.
Does it say "starting disabled" on the DIC?
The wires inside the column have a tendency to break due to years of use.
You have to replace the cylinder, and get 2 new keys made to match the cylinder (if you want 2 keys).
Your old key won't work anymore, but make sure they have it when you get the work done, they have to match the pellet code.
