Brother broke his key cylinder when he lost his keys. Resulted in cut vats wires in column. I put a new cylinder in. I have put resistor jumpers across the wires I left on the harness block. Tried all 15 no luck. I don’t see nor have ever seen a security message on this dashboard. 1992 Deville to be clear. I hear the clicking at the block of relays behind glove box. Starter turns with a manual jumper at solenoid. Any suggests on next steps? Or ideas? I’m running low on ideas.

It is a new cylinder so I am not following what you mean. Could you expand a bit for me ?

the LOCK CYLINDER simply accepts the key - and allows you to turn it -
YES - it also contains the chip reader for the resistor -

it is the mechanical device used to move the IGNITION SWITCH -

the ignition switch distributes the electrical power - depending on key position -
