Hi I have an 76 eldorado fwd upon acceleration passenger front tire moves inward everything has been changed in the front even try to get an alignment The Idler arm tilts up and down no matter how many ideler arms I buy I'm wondering am I missing a washer or some kind of bolt sleeve I need help please 😔

One other thing to be aware of which is true on 79-85 and is very likely true on your 76 as well is the idler arm adjustment height is critical. There's a measurement taken at the control arm and that measurement should be as close to perfect on the idler arm side versus the pitman arm side. Improper adjustment strongly influences "orbital steering".

You may also want to see if there are other worn parts. My 79 Toronado has a tendency to wear out idler arms. I recently replaced the existing with the Proforged version as I've been pretty impressed by their parts if they exist for your particular vehicle.

There are no cracks in the control arms I was wondering was there any kind of washer or bolt sleeve that was with the original or is it just the arm with the bolt and nut

I would say the idler has slop in assembly somewhere. You have narrowed wheel movement to idler. What is brand name on idler that you used for replacement.
The bolt you used for mounting to frame come with idler it looks new.

If I jack up the front passenger side I can shack the wheel and the idler arm tilts up and down if I shake hard
The more i look at picture you posted it looks like nut has end of bolt tightened to top metal piece leaving idler arm not sandwiched in bracket I think that's what's wrong. You need to remove bolt pull idler arm out and make sure you find bolt that fits sleeve in idler preferably without threads in that area. And short enough that doesn't tighten up to top meal plate.
I would imagine that's why idler arm is moving its just not squeezed tight in bracket.
