I been trying to get the air working in my 70 coupe the blower motors spins no problem but it barely blows air through the vent just wondering if anyone would tell me a good start point begin diagnosing this problem

Also there is a connector bolted to the lower part of the steering column with two vacuum hoses on it i hooked the lines back on it but the female part of the connector seems to missing or out of sight anyone know what this is? i can supply a pic if need be
