Having some weird problems with my headlights. They work fine right this moment but sometimes when I turn the car on only one headlight will be on (low-beam, I think). When I push the hi-beam stick forward only the right headlight will be working. When I pull the hi-beam stick back, both hi-beams work. If I flick them rapidly back and forth I can get both hi-beams and both lo-beams working (not at the same time, just when I have brights on or off). Relay appears to be fine, and by "fine" I only checked if it clicks when brights are activated. I checked the bulbs and they're fine. I replaced them and still the same issue. What's my troubleshooting steps here?
Fuses are OK
Relays are OK (if clicking noise is indication of OK)
