I have searched through the entire site and looked at most all of the RKE programming posts. However, I have not found a definitive answer as to whether or not the 2003 CTS requires the scan-tool, or can be programmed by an end-user like me.

Which way is it?

You need a very expensive Tech II tool. Your dealer has one. You too can buy the tool but it's a lot cheaper to have the dealer do it.:yup:

The dealer does the reprogramming with a Tech ll. With a Tech ll you're looking at a $2500 and up investment. It is much more than a scan tool and is the basis for any communication with the vehicle electronics.
