2008 Cadilac CTS - Sliced Wire Hardness from dealer

Hi guys, this is my first post on the forum... I have a 2008 cadillac cts and I need help describing the wire hardness that I found a year later after I bought the car that it has been cut off. If any of you can help and know or can describe the hardness on the pictures and explain its purpose I would greatly appreciate it!... I'm really upset about this and I have a funny feeling if I want this fixed it will cost a pretty penny... Thanks you guys for any input.

Oh yeah and the hardness on the pic below is llocated on the left hand side of the engine towards the windshield..... Thanks again guys!
