Question 95 SD shaking it's tail??

hey all what's up, i have a 95 Sedan Deville and i can feel the car shaking at 15 mph-30ish. it's like a slow shake (approximately 2 "left rights" every second) and at thru-way speeds the car just feels strange, almost in an unstable way? but you can't really seem to notice the shaking then.
my question is.. do you think it's wheel balance? i think i'm going to put my rims on just to see if it helps and have the stock wheels checked. also, if it's not the wheel balance off, what else could this be? the car is in mint, just put it on the road. first winter it's seen, <80k granny miles, i was the first one to sit in the backseat

any answers/help will be really appreciated, thanks. / WiLL

yeah again.. i put my rims on and the ride itself smoothed out.
however... now that i've been driving a lot, i noticed it'll ride nice.. but whenever i hit a bump in the road (even smaller ones that a "cadillac" should glide over) the steering gets an unstable-feeling and it feels as if the rear of the car jiggles and wiggles. i know it sounds strange but thats the best way i can describe it. the rear feels loose and on certain bumps i would swear the rear tires are close to breaking free.. ???
just not impressed with the ride, and something definately feels wrong. any clue guys?? thanks again
