The hi blower relay is mounted on a black plastic relay board either attached or close by the fuse box. Over the years this hi blower relay melts the socket it plugs into. Most people remove the relay and run a separate socket to it. The relay can fail over the years as well. I used to cut the wires away from the relay board, install female spade connectors to each wire and reattach to a new relay. I would nylon tie the relay somewhere under the dash. In extreme cases, this melting would also melt and burn the copper trace on the dash control head, meaning control head replacement. Very common late 70's Cadillac repair.
