There are 2 types of performance chips:
Those that do literally nothing (the circuitry inside does nothing but control the LEDs).
And those that alter the signal from the IAT, making the PCM think the intake charge is cooler, causing it to inject more fuel. Problem is, without any extra air for the extra fuel to mix with, all you get is a rich mixture, which gets you LESS power and mileage.
Ask them of they'll pay for your dyno testing, and buy back the "chip" if there are no gains...

You might want to read the Volo website and the claims for the 2002,3,4 Seville "chip". They claim this rig plugs into the OBD-II port and changes the PCM mapping. It would be interesting to find out how they have succeeded in altering the 2000 and later FWD Northstar PCM maps when there are at least 3 other "tune shops" that have failed. IF this box does anything, I'll bet it's an IAT offset signal.
1996 - 1997 and 1998 - 1999 are probably different from each other and from 2000 and later.
