It could be a control module for your rear air shocks maybe?

That's the EVAP canister. The 2 big lines go to the fuel tank and a fresh air valve. The smaller line runs to the purge solenoid under the hood (by the throttle body). If that smaller line is broken, you should be getting an P0440 error because the engine can't draw a vacuum on the system.

i dotn recall seeing a 440 code but it looks like the hose is melted shut. it looks like normal vacuum hose line i will inspect it and replace the section thats gone or the whole thing depending on what the rest looks like, do you think this would effect anything else, gas mileage? etc??

If it's melted shut and not leaking then I think the PCM would get what it's looking for (vacuum) - hence no code. 1996 and up models have a more sophisticated EVAP system and can detect blockage as well by operating the fresh air solenoid valve. Your blockage won't affect fuel economy or even emissions for that matter. The system captures fumes from the gas tank in the EVAP canister and routes them into the intake tract for combustion via the purge valve. If it ain't broke (no codes) don't fix it.
