    02 dts high idle prob

my o2 dts idles way too high almost all the time like 1800 in neutral and pulls hard in drive and takes off on its own. i checked the plenum for leaks and cleaned the tb. the throttle cables have no tension on them and the tb snaps shut nicely.

so i took the the iac valve off(sample pic below) and cleaned it. but i could not move the plunger by hand, is that normal? any other help trouble shooting this is appreciated.

I'm just guessing that there is a stepper motor in there that screws it in and out so you would not be able to press it in.
