At what temp should the radiator fan come on?

My 1992 Seville (4.9) has a 190 degree thermostat which works just fine but the radiator fan doesn't come on until it gets up to 223 degrees.
Is that the usual with these guys? What controls when that comes on? My Honda has a fan temp switch that screws into the radiator and determines the temp that it kicks in.

223 sounds just about right. The fans are controlled by the PCM with an input from the ECT sensor (#516) in the intake manifold.
