    91 deville blinker issue...

Have a 91 deville touring, & im having an issue with the driver blinker! When i click the blinker to take a left, the light stay's on on the dash, but the blinker dont blink. I changed the blinker bulb in the front but still didnt change anything. When in blinking mode both the front and back light stays on so im wondering what the hell it is! Could it be the driver side tail light blinker? Could it be the wiring harness for the front blinker? There seemed to be an issue with the ground inside of the blinker bulb housing, "it was cracked in half" so im wondering what it could be......
Please feel free to offer any advice on this issue...
