98 deville electrical issue

I have a 1998 deville which i have maintrained very well. believe it or not this vehicle gets 31 on the highway in this economy I can't afford to get lose that kind of performance. here's the issue. I was driving along and all of a sudden the radio changed stations and the heat, windows and door locks no longer worked as well as the fuel guage. the instan miles still work but not the range. I called my local dealer they thought it was the bcm. I replaced that and checked all fuses they all were good. I replaced all the relays under the hood by the fuse box as well. The problem still exist

what you are describing happened to me as well, it was not the PZM, but rather the battery connections were loose, both of them, check that and check your battery, these cars are very intolerant of voltage fluctuations, also if you can check the codes, read one of the stickies on top of the Deville section, see which ones are current and which are history.
