I really believe it was all about getting the desired fit & finish for the body lines in the most cost effective means for the production line.
If you put the headlights in before the bumper goes on the guy that puts the cover on has an easier time lining it up properly when attaching to the car and there is no chance of someone dropping a headlight housing and scratching the paint on the bumper (although I assume that a suction device is holding the assembly but that can fail)

I can't imagine very well. The higher "k" you go the lower the light output is.
5000k is peak output and it goes down sharply when you go higher and not as sharp when you go lower.

5000K does seem to be brightest, but some manufacturers will argue 4300K is the best output as it is the same color as daylight.

Regardless, anything over 5000K is purely for looks anyway. Zero function, especially for my idiot neighbor who put 10000K fogs in his X5.

i like the color of philips 85122 but the output of osram 66040. And i never get why would you go over 5000k or 6k(ill even accept 6) if you have projectors. The look of hi kelvins is cheap imho. And rain makes it look like your making grape kool aid
