Free OnStar Telephone: 30 Minutes

I received an email from OnStar telling me that 30 minutes of hands-free telephone service had been added to my OnStar account with no strings attached. I had no time left on the telephone service but still have active "OnStar Safe & Secure."
The minutes are good through late October.
Has this been offered to all OnStar subscribers who have no phone time?

I dropped my OnStar phone service in my SRX about a year ago and received the 30 minutes. I have about 7 weeks to use it before turning in my lease. I dropped the service because the voice recognition dialing and sound quality on the other end were both awful.
