It is actually not a published bulletin yet, but they should be able to find it in Service Information.
The socket should always be inspected, they actually fail more than the bulbs do.

The following diagnosis might be helpful if the vehicle exhibits the symptom(s) described in this PI.

Condition/Concern:
Some customers may comment the turn signals flash faster than normal or are inoperative. In that event, bulb replacement or socket replacment is available rather than replacing the complete lamp assembly.

Recommendation/Instructions:
Inspect the Turn Signal Bulb Sockets. If the bulb contacts appear to be overheating, replace the bulb socket. It is not necessary to replace the complete lamp assembly. The lens for the Fog Lamp needs to be removed from the lamp. There are several fasteners that hold the two pieces together. Once the lamp is opened, you will notice that the socket for the turn signal has its own connector. Disconnect the connector and install the new socket. The part number for the socket is 19120947 and can be found in group 2.596. The part number for the turn signal bulb is 15862271. Do not use any other bulbs.

We used to replace the entire lamp assembly before they gave us a service socket.
No need to remove the bumper, it is not easier by any stretch of the imagination.
In fact the easiest way is to remove the inner fender, then take out the 6 torx screws that hold the lamp assembly together and leave the lens in the bumper.
You can open the lamp and access the socket easily that way. Replacement is easy.
This should always be checked if a bulb is not working.

Dude, hands down, this has got to be the easiest way. I haven't tried the remove-the-front-bumper-cover method, but I have tried the do-it-by-removing-the-air-filter-box, and removing the fender liners was easiest. Took me about an hour and a half for both sides, and I was taking pix. Check them out at http://srxturnsignals.shutterfly.com
