Horribly dumb headlight alignment question

93 Eldorado.
One headlight is out of whack, and I'm having a hell of time trying to align it It should be easy as pie... but not so much.
My left headlight needs to be aimed up quite a bit, and I see the one adjuster on top, (male torx) but turning it only brings the inner edge of the headlight in or out (aiming it left or right)

I can see a threaded rod at the bottom of the bracket, that should logically move the bottom of the headlight in or out (aiming up or down) but I can't figure out how to turn anything on it!!!! Both ends seem unaccessible/surrounded or recessed into plastic structures.
This is really an embarrasing question.... but how the hell do you aim the headlights up and down???????

There should be another Torx adjuster somewhere.

You'd think so... but I really can't find anything, unless I really have to snake my way from under the air dam and get to the front/bottom of the bracket. Sheesh.

I don't know how similar they are to my '92 Deville , but it has been so long that I can't visualize it. If I could see it, I might be able to find it.

My STS has two adjustment screws accessable through the plastic header panel cover. It is a 1997 as well.
