Here's the FPR. The red dot is where the vac hose attach's. No fuel should come from here and hose should be dry.

I have a'99 STS and it looks just like the picture above with the exception of the stainless steel fuel rail.

Here a pic of the FPR. If you look at the pic above in post 6, it's circled. This part is in the same place on 95-99 Northstars. I don't know about 2000 and up.

No, I know the part is the same.. that's cool. but WHERE is the part on the 99sts.. i tried looking for it but could not find it.

Just lift the silver beauty cover and look at the fuel rails. It will be on the rear one as I recall, close to the fuel supply line (drivers side).
