I would start with that. While you're at it, make sure the throttle/cruise cables aren't sticking.

I was hoping not to have to take it all apart again. Since last time I removed it completely and used Carb cleaner in rags and brushes. Should I do that again?

    ----------

Also, how would I check to see if the cables aren't sticking.

No need. Just remove the intake ducting. Carb cleaner, a rag, and an old toothbrush. Make sure you clean the perimeter of the throttle plate too.

    ----------

First make sure that neither is snug and holding the throttle open. To check them thoroughly, I disconnect them and move them by hand. You could also hold the throttle open and move them by hand.

How often should that be done? And what can be done to prevent build up?

Once a year. And that is what you do to prevent buildup. And if it is fine yearly, it shouldn't take much more than a quick spray and a wipe to clean it. Make sure you get all the ducting back on correctly. A leak after the MAF sensor will set mixture codes.

Re: 2002 Cadillac Seville SO high idle

If the TB was cleaned a year ago, that should not be the problem. Hard to imagine it could get THAT dirty THAT fast. If another cleaning doesn't help, you might pull the IAC valve and clean it and the air passage
