Car doesn't start over night during cold weather

2002 CADILLAC SEVILLE. We recently had a freeze and when i went out the next day car would not start. When i got a jump, after connecting cables battery volts read 15.6, still would not start. After a few minutes car started but voltage did not change. Battery would stay at 15.6 all day and not give me a problem. So, i had battery tested and result was bad cell, had battery replaced. Was good a few days, got cold again and this morning would not start. Same thing, battery still at 15.6. A friend of mine stated that voltage is too high and that may be harming my battery. Any help would be appreciated. Thanks guys.

Your friend may be right. I've never seen a 15.6 reading. The Max I've seen on mine is 14.3

The last 3 Northstars I've had will regularly run with voltage in the low 15's. Never 15.6.

Are the battery cables clean and tight?

Checked all connections, everything tight and clean. Tried to turn key on, without turning engine on, turned all lights on, radio, hazards, windshield wipers, voltage never changed. Is there something that may have missed that regulates it or something? Battery is evrstart maxx 79 from walmart.

let's try this one more time -

with the key ON - and engine OFF -
AND ALL ACCESSORIES/LIGHTS ETC OFF -
what is the BATTERY voltage displayed on the DIC -

it SHOULD be somewhere between 12.8 and 12.0 volts -
    ----------------

Is there something that may have missed that regulates it or something

there is a voltage regulator - built into the alternator -
that controls the OUTPUT voltage - with the engine running -

    -------------

Battery is evrstart maxx 79 from walmart
    good choice -

    NEVER CHANGES.
    -----------------------
    something is drastically wrong -
    a 12 volt battery can't store 15+ volts -

use an external volt meter -
and check the actual voltage -
    directly at the battery -
    with everything off -

then again with the engine running -

    -------------------

I suspect a problem with the display -

if you don't have access to a DVOM -
you could try "resetting" the computers by -

    removing BOTH battery cables -
and touch them together for a couple seconds -

    this acts like a "re-booting" -
and erases the memory from some of the various modules -

Do i do this while the car is running or while it's off.

    ----------

So, i just double checked all connections again, now i see a black wire with white stripe coming from negative cable, that has a grey plug on the end of it, and it is cut. Is that something of importance?

To perform the computer "reboot" procedure touch the + and - battery cables together with the engine OFF for approx. 5 seconds. You may have to relearn the automatic up/down window feature. Hold window down at the bottom for 5 seconds, hold window up when it gets to the top for 5 seconds, then test each one to make sure it stuck.

    BOTH -

use an external volt meter -
and check the actual voltage -
    directly at the battery -
    with everything off -

then again with the engine running -
    -----------------------

to "reset" the modules by touching BOTH battery cables together -
this is done with everything - engine and all accessories - OFF -

    unbolt the NEGATIVE cable -
    unbolt the POSITIVE cable -

hold the two cables together for 2 or 3 seconds -

    reinstall the POSITIVE cable -
    reinstall the NEGATIVE cable -

turn the key ON - engine OFF -
check the voltage on the display -

HOPEFULLY - the read-out will be accurate -
and display the correct voltage - in the 12 volt range -

if YES - fire up the engine -
and check the voltage - with the engine running -
you should see voltage in the 13.3 to 14.6 range -

    --------------------

i see a black wire with white stripe coming from negative cable,
that has a grey plug on the end of it, and it is cut.
    Is that something of importance?

interesting - but not relevant - to your immediate problem -

I don't know if I would touch the cables together with the engine running. In fact, I don't think it is a good idea to remove either of them with the engine running.

    WHOAA - I hope I didn't give that impression -

    turn EVERYTHING OFF - engine - accessories - ignition - etc -
before removing the battery cables -

    YES -

    this from #8 -

use an external volt meter -
and check the actual voltage -
    directly at the battery -
    with everything off -

then again with the engine running -

    --------------------------

    BOTH -

I am suggesting to use a DVOM directly on the battery -
to get an accurate reading - BOTH -
    engine OFF -
    and engine ON -
