    Update:
    1. Installed new driver’s window switch - no improvement
    2. Installed new pass window switch & it did not even work
    3. Reinstalled stock switches
    4. Dealing w/ the return of the switches & ordering replacements now.

    What a fight!

    But did you measured with the DVM the wires I mentioned for power?

    I installed the 2nd set of replacement switch w/ the exact same results.
    I measured 0 volt, no power, on the black to brown pins w/ all interior light on.
    Both pins also measure open on the old & new window switches.
    Is the black & brown wire pin out correct?
    Where do we go from here?

    I just reviewed my reply with the pin layout:

    Driver's side:
    Pin D (BRN wire) illumination power supply
    Pin G (BLK wire) GND

    Passenger side:
    Pin B (BRN wire) illumination power supply
    Pin C (BLK wire) GND
    As long as the BRN and BLK wires are connected to the pins I mentioned then yes these are the correct wires.
    Normally you should never go by wire colors, these can change; the most reliable information are the pin numbers (or letters in this case).

    I am intrigued by the fact that both pins on the switch side (male connector) measure open...I just tested one of my spare passenger side switches and I get ~38 Ohm resistance for the filament. The light bulb contacts are accessible on the front side of the switch (you can see 2 soldered contacts). The back (better said rear) side of the switch is the one with the connector-locking tab.
    Is very unlikely for the bulb filament to be broken on a brand new switch but things happen...
    Then on the other side you mentioned there is no power on the harness side of the connector, that is a problem. You need to check the harness all the way to the back of the IPC. I believe I mentioned it would be really bad news to find out the output of the IPC is burned.

    I am unable to find the answer to my question “Is your headlamp switch back light working”?

    Yes – “green” headlamp switch back light working fine.
    I also checked the bulb filament resistance & measured 38 ohms on the pass switch.
    I put 12 Volts to the above pins & the lamp illuminated.
    Both of the newly purchased pass switches did not light & did not allow the window move up or down when installed din the caddy.
    It’s too dark to measures the voltage on the lamp pins in the Caddy tonight.
    I will measure the voltage tomorrow afternoon & report my finding.
    Make headway slowly but surely!

    Yes – “green” headlamp switch back light working fine.
    Unfortunately I have to give you a bad news based on your above reply...
    You mentioned the green light is working, that green light is the FOG lights indicator, in addition to the green light everything that is white on the switch (text and symbols) should be backlit.
    That light is shared with the window switches. If both are not working...looks like we are suspecting more and more the IPC output.

    1. Switch back light OK
    2. Measured 12.87 volts across pins D & G wire harness connector Drivers side - click on pic
    3. Measured bulb resistance on pass original switch = open (this is why the bulb does not work)
    3. Measured 12.8 volts on pass pins B & C wire harness connector
    4. Measured bulb resistance on pass original switch = open (this is why the bulb does not work)
    5. I will send back the non-functioning replacement switches because all (4) do not work correctly
    6. I will order new GM switches – Is the pass switch available from GM?

    The pins are absolutely correct and the voltage is good news to you. It is not going to be more expensive than a window switch. Unfortunately that switch is Eldorado only, if it was a 4-door car you had the choice between Seville and Deville (interchangeable).
