1998 ESC with a few problems

Ok so in 2 weeks I'm going to put my 98 eldorado on the streets as a daily driver for myself (I'm 16) so when driving it today to have its weekly drive I noticed that the car had a little trouble starting up, and a puff of white smoke came out. It's pretty cold here in Southern California but I heard that it's normal to have a puff of smoke on startup, it recently started happening but now I have to address the cars problems. Secondly sometimes the traction control kicks in and activates the brake while at a red light, happens once in a while but I want to make sure everything's okay. And the gas gauge shows empty but I know I have at least a quarter tank full. Lastly the heater core cover or housing( the big black plastic box at the firewall has two holes in it.and my system won't hold pressure. I'm planning to do a dye test and find the leak but is their anything back their I should check. Also I know for sure my ac leak it back near the heater core. So can anyone address all my problems?

As for the HVAC housing, they tend to get brittle and crack. About all you can do is GENTLY patch it with aluminum tape, keeping in mind that IT IS BRITTLE.

The gas gauge is probably a faulty sending unit in the tank that will need to be replaced.
