I bought a set of McCulloch HIDs on eBay. It's as close to the factory HIDs as you are gonna get for a fraction of the cost. I paid $280, and it really is an easy install. It is no comparison to halogen bulbs or silverstars.
There is absoultly no programer available for the 96+ northstars yet. There isnt a market really for them like there is for Vettes and FBodys, hence why Katshot lucked out his FTS has an LT1 like a vette so they make programers and chips.
The only way a dealer COULD do this is if you did a mound of paperwork, and they called GM, an engineer would have to rewrite a calibration, send it to the dealer and the dealer could then re-program the car.
This process ends up being something called calibration by a VCI number.
It also costs about 200 dollars to get them to issue a VCI calibration out of warranty. Basically don't look to GM to get this done.
There is absolutely no way that the emissions requirements for the H and Z rated cars are different. That wouldn't be very cost efficient. Plus, at 130mph, your still only getting maybe 8mpg. Emissions don't come into play at those speeds. The EGR system isn't working, plus the engine is literally dumping fuel in the engine to keep the pistons cool. To re-engineer the emmissions system for a limited amount of cars would cost an exuberant amount of money. GM has been known to do dumb things, but even that's pushing it. The only difference between the two is the governor. All the programming for how the governor works is in the Z rated PCM. It's works very similar to the T/C system, in how it can control Fuel, and Ignition timing to limit engine power. All they have to do is either add that simple line of code in there, and you've got a governor. Removed it, and the governor is gone.
I got 140 on the dial from my STS, no cut off or anything .

A guy that was very reputable said that Z rated cars were NOT GOVERNED, and that these cars were limited to only the limits of the engine and the extent of the performance and the end of the envelope of the engine itself.
Over all meaning a potential melt down and critical breakdown of the drivetrain due to over extremism.
