Lets try this one more time...
I have a replacement ignition cylinder brand new ac delco, thats been in a box for quite a few months. Ive asked on here on how to do the replacement a few times but no answer. Alldata doesnt seem to know squat. Im told by a shop that there is a pin hole that i can insert something into and it just pops right out but i dont see such a thing.

That sounds like the ooooold ignition cylinders. Maybe before your time. I think you have to get into the column. At very minimum, remove the upper and lower column shrouds.
I'll bet #18 has to be removed first.

There's still a hole and a pin, even in newer cars. The key has to be in the cylinder, and in the ON position to be able to push it in. However, the column trim has to be removed first. I've done several '80's/'90's GM columns before, the "generic" type that have non plastic trim. If the Eldo's is similar internally, you should be able to find tutorials online.
