    DTC P0139 HO2S Slow Response Bank 1 Sensor 2

But his is a 96, wouldn't this be an OBDI vehicle? Or a bit of both OBD I & II? Or is that 95's?

    Re: 96 ETC code P 0139

'96 cars are mostly OBDII (enough so they comply with the Federal law). We can call '96 a transition year (sometimes when dealing with '96 vehicles you may need to go and check OBDI codes).
This code is OBDII and I found it for the OP:
    DTC P0139 HO2S Slow Response Bank 1 Sensor 2
    Basically replace that O2 sensor.

The '96 PCM codes are OBDII. I think most of the others where still OBDI until '97.
