tell your grandfather to check for Diagnostic Trouble Codes -

if you don't know how - go here and read the ENTIRE post -

    http://www.cadillacforums.com/forums...odes-dtcs.html

if you have any codes - post them here -
    ALONG WITH THEIR DEFINITIONS -

there might be a simple reason the AC compressor does not run -
like it is low on freon - which would set a code -

The B1348 Code will fire and disable to AC compressor to keep it from damaging itself. Clear that code and see if the clutch engages..next step would be to check the hi and lo pressure switches imo

No codes & no "Low Refridg" message?
    Could be a blown fuse.
Check AC comp fuse. If blown, and new fuse blows, bad comp clutch.
"Cruise" fuse powers low press switch but should throw a code.

We cleared the codes through the on-board diagnostic center. There are no codes present. My grandfather jumped the pins in the under the hood fuse block in an attempt to get the a/c compressor working to no avail. Maybe we are not clearing the codes properly? Turn the car to run( one click before start) Hold "OFF, and PASS Warmer" until the bulb test comes on. Then it will read the codes, after all the codes have been read it says Codes, FAN UP for yes, then PCM Codes, FAN DOWN for no, the FAN UP once more( I don't remember the exact procedure, I have my phone in the car on the DTC Sticky from the form) Is this the proper procedure?

He does have the "Low Refridg Message, however no codes appear in the on-board diagnostics.

Would the low refridg cause the a/c compressor to not engage even after jumping the pins.
I am sorry for making the more long and drawn out then it has to be.

If it ran low, the B1348 code will fire and the compressor will then be disabled.

All of the symptoms seem to be leading towards the a/c compressor being at fault. The car doesn't have the B1348 code, so it seems like the
compressor is the culprit. I will post results after changing the a/c compressor. Thank You for all of the help

Follow the diagnostic troubleshooting tree i posted before diggin in. That's a bitch of a job..but if you're going to do so.

    here are the steps:
    1. Recover refrigerant from A/C system.

    3. Right tire and wheel assembly.
    4. Compressor splash shield.
    5. Engine splash shield and retainer.
    6. Oil filter.
    7. Oil cooler lines at oil filter adapter.
    8. Compressor electrical connection.
    9. One bolt securing compressor inlet and outlet line fitting.
    10. Compressor from mounting bracket.
    11. Mounting bracket and brace from engine.
    Install or Connect

    1. Compressor mounting bracket to vehicle.
    Tighten

    Re: 1999 Eldorado

I STRONGLY believe you are jumping to the wrong conclusion -

you said he got the LOW REFRIGERANT message on the DIC -

then you SHOULD also have the B1348 code -
if you only read the "P" codes - maybe you missed it -

like Vincent said in post #10 -
if this code is present - the compressor will not run -

one thing you might try BRIEFLY - is to jumper the LOW PRESSURE SWITCH -
just to see if THAT will allow the compressor to run -

CAUTION - do NOT allow the compressor to run IF the system is low on freon -
freon carries the oil that lubricates the compressor -
without oil - you WILL destroy the compressor VERY QUICKLY -

I just checked, no B1348 codes present, or in history. A/C compressor will still not turn on.
